The Hilihang Rural Municipality Office Building project aims to establish a functional and visually harmonious administrative facility in the hilly terrain of Panchthar, Province No. 1, Nepal. Designed to accommodate multiple departments and a large volume of public interaction, this building is part of the government’s initiative to develop infrastructure in newly formed municipalities. The design prioritizes accessibility, energy efficiency, and integration with the natural landscape.
The architectural design features a symmetrical elevation with a clean and balanced façade. The building is four storeys tall (excluding the staircase cover), showcasing a repetitive grid of rectangular windows bordered with white trims and red brick infill, giving it both rhythm and cultural resonance.
The central glass panel introduces a vertical element that visually anchors the structure and provides natural lighting to the stairwell or lobby inside.
The entrance canopy is modestly projected with a gable roof, enhancing the building’s welcoming character and protecting visitors from weather conditions.
A tiered landscaping design responds to the steep terrain, with terraced stone retaining walls and a clear pedestrian path that connects the parking area to the main entrance via thoughtfully designed stairs.
The parking area, shaded by trees, is integrated into the slope, maximizing the use of land without compromising green space.
Tall, symmetric coniferous trees frame the building and pathways, offering a formal look while softening the hardscape and adding ecological value.
A security gatehouse with a pitched roof at the lower level maintains control and security at the site entrance.
Overall, the design respects the natural topography while expressing institutional identity through proportion, material palette, and structured landscaping.
